A little intro...

Amateur radio licensing in the United States is on a three level system.  Everyone wanting to get into amateur radio must start with the Technician (Element 2) license and pass a 35 question, multiple choice examination.  A Technician class amateur radio license affords you the VHF and UHF spectrum to its near entirety, while offering slivers of frequencies in the HF bands.  To have the privilege of making contacts around the world on the HF bands, you need to get your General (Element 3) class license.  This 35 question, multiple choice examination is your gateway to having expanded access to all of the HF bands, with some frequency limitations.  Should you feel adventurous and decide to go to the top, you would ultimately decide to obtain your Amateur Extra (Element 4) class license which is a 50 question, multiple choice exam.  The Amateur Extra class license affords you the entire amateur radio spectrum to its full capacity and opens up your ability to make worldwide contacts on frequencies that are not available to those holding a more restricted license.  You are certainly encouraged to go all the way!
